| Transcription | "U.S. Army Engineer District, St. Paul Corps of Engineers, 1217 U.S. Post Office and Custom House, St. Paul 1, Minn. A portion of 3, 500 feet of earth levee takes shape at Fargo, North Dakota. The levee will protect residential areas between Sixth and Tenth Avenues South. It consists of clay and will be covered with black soil and seeded. In some areas, the levee is 30 feet high. Construction is being supervised by the U.S. Army Corps of Engineers." - typed on paper included with photograph.
