Protection of residential areas is the principal purpose of this newly constructed earth levee in the vicinity of Seventh Avenue S., Fargo, N.D. The Fargo levee and channel improvement is part of the comprehensive plan for the Red River of the North drainage basin authorized by the Congress in 1948 and 1950. The plan is now being carried out in Fargo under the Army Corps of Engineers. A car uses the temporary roadway atop the levee in the background." - typed on paper included with photograph.
