Transcription"U.S. Army Engineer District, St. Paul Corps of Engineers, 1217 U.S. Post Office and Custom House, St. Paul 1, Minn. Army Engineers release the first water of the Red River into its new channel at Fargo, N.D., after five months of excavation work. More than 400, 000 cubic yards of earth in the river cutoff and other channel work are involved in the flood protection project. Completion is scheduled for the fall of 1960." - typed on paper included with photograph.
