| Transcription | "THE TERRITORY OF DAKOTA. LIBERTY AND UNION, NOW AND FOREVER, ONE AND INSEPARABLE. John L. Pennington, Governor. To all to Whom these Presents shall Come, Greeting: Know Ye, That reposing special First and Confidence in the integrity and Ability of Frank P. Wright of Burbank County and Dakota Territory I, John L. Pennington, Governor of the Territory of Dakota, in the name and by the authority confided in me, do hereby APPOINT and COMMISSION him, the said Francis P. Wright, a Commissioner for Burbank County, D.T. and do authorize, empower and require him to execute and fulfil the duties of said office, with all the rights, authorities, privileges and emoluments thereunto appertaining, until his successer is duly Elected and qualified. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the Territory. Done at Yankton, the Capital of said Territory, this 23 day of July in the year of our Lord, one thousand eight hundred and seventy-four. John L. Pennington, Governor.
